SOLVED: Some kind of measuring device?

Found this in Northern Virginia. Have found pennies from the 1930's and 1940's in the general area. Then I found this odd thing. It's about 1.75" in diameter. Made of steel I'm guessing. There is a gear (visible in the pic) that is loose, but I left in the position on the piece. On the back there is a serial number. Any ideas?

Isnt that a pocket watch? I think I see S F regulator adjustment (slow, fast)
