Bottle cap/ top , missing the sealing material?

its is made of lead and has a metal post in the middle that I assume was for a candle?

Your lid is the top to a tonic or hair bottle.
Possibly form a dresser set.
Most likely made of pewter or some sort of lead based material.
There would have been a cork washer/gasket up inside of the cap (similar to a hose washer) to seal the bottle.
Sorry I don't recognize the logo on the cap, but still a cool find.
