Some kind of tag with a number?

I just got an ACE 250 today, and I found this (along with a bunch of clad coins). I was wondering if anyone knows what it is or what it was used for?

Could be a number tag for livestock.

Easily miners. Too small for cattle ear tag.

It also could have been a tool check out tag.(you give your tag, the tool shop knows who last had it).I worked for a construction company that did that.
