Some type of latch???

Found this during a quick 20 minute walk in yard. I think it is some type of locking latch. It looks like something from a jewelry box. I need help. I like it regardless. It will go in my collection.

Closer examine and thought. It cannot be a latch because it is one piece. Must just be a brass decoration for something.
