Several layers of different thicknesses suggests concretion as Gary says. But concretions, by definition, form around something that acts as a nucleus and sometimes that nucleus can be a fossil (such as shell for example). I don't understand what "internal part tshat is perfectly oval with what looks like a petrified told I'm the innermost part" actually means, but a close-up view of what is on the inside may help determine if it is a fossil concretion.

Welcome to Tnet from Toronto Asiam! :hello:
I might suggest that you send pics to a museum in your area that specializes in Paleontology.

"Paleontology is the study of the history of life on Earth as based on fossils.
Paleontologists use fossil remains to understand different aspects of extinct and living organisms."
