Several layers of different thicknesses suggests concretion as Gary says. But concretions, by definition, form around something that acts as a nucleus and sometimes that nucleus can be a fossil (such as shell for example). I don't understand what "internal part tshat is perfectly oval with what looks like a petrified told I'm the innermost part" actually means, but a close-up view of what is on the inside may help determine if it is a fossil concretion.

I found it under a bridge by t
Some water did not dig it however it may have washed out of one of the walls in georgia

It comes apart and I been looking in the innermost part a slowly clearing the dirt away it looks like some kinda baby croc like thing but it could just look like that..... I know for sure the only thing I've removed was ssimply dirt I'm using correct tools to clean something like that.
