In prehistoric times Dugongs and manatees were both present in North America. Their bones while similar are easily identified. Much like Mammoth & Mastodon bones. I see you are persisting in your belief the Manatee is an invasive species in Florida. That is your right, I will not be engaged further in the post.Those were dugong, not West Indian manatees.
