What we know is the text should read: PHS. D: G. HISP. Z. REX. CO. and then either ZEL or some variant. At least three common variants exist: "HE", "ZE" and "ZEL". Perhaps you have a fourth variant. (The text in full: 'Philippus Dei gratia rex Hispaniarum z Comes Zeelandia' means Philips, by God's grace King of Spain, Count of Zeeland.)
