It needs a new back cover. It might be a newspaper as I can see it was folded in 2 times before it was put into the frame.

I believe you are right as far as it being a newspaper print. The layout is very pretty.
I know some of the painters prints go for around 250-300 online. However, this is (most likely) a newspaper special run that’s over 100 years old and very well maintained. Hard to tell how to value it.
