Special offer, but no notification

I've noticed that this happens ... Ebay offers you free auctions, but they send you the notification that you have the offer, a day or two after! Just now I was checking to see how many auctions I am allowed to list still, and there was an offer. One week only free auction style auctions. I know I'll get the notification tomorrow or Sat. Normally I don't care that much, except I listed something like 10 auctions today, all BIN. I would have done auctions if I had known. :-(

Am I the only one who doesn't get notifications before they start?

I get the notifications in my email before ebay message. The ebay message is a day or so later.

I get the email and message a few hours to a day after I see the offer at the bottom of my eBay.
