Maybe. I believe it is automotive related because I found it on the side of the road. I dont know how or what it would attach to. Yes it has a set screw. http://en.wikipedia.org/wiki/Curb_feeler

I'll try to take a new pic tommorrow but the bottom is the same as the top. (except for the allen head set screw)
The spring is very flexible and would probably make a good soil pipe snake head... if it is, it was never used ...it is very clean, appears to be chromed. The set screw is the only part rusted.

Im thinking a spinner from a hubcap maybe.
