It's an echinoderm paleontological remain, yes, but it's not a starfish. It's a crinoid columnal segment. Nice contrast of specimen on the darker-colored matrix. Very showy. Resembles a Pentacrinus-type Triassic specimen.
Crinoid columnals I observed in the lower Mississippian Tin Mountain Limestone, Death Valley, California.
