how can you tell the difference between steel and stainless steel. i know that stainless doesn't stick to a magnet. but if you look at a spoon that says stainless it sticks to a magnet please help

There are different types of stainless steel. 300 series stainless will not be magnetic but other types will. It must be separated to get the best return.

There are many grades of stainless, some are magnetic and some are not.

Yes, stainless comes in many grades. Most metals have different grades based on their make up. 416 stainless is magnetic, but less "stainless" due to the added carbon. 316 stainless is not magnetic but does not have the same tensil strength as the 416. Some stainless that usually is not magnetic will become magnetic due to the way it is machined. There are some stainless washers that are very slightly magnetic due to the stamping process they go through.

Yes we all know there are different typese, but how do tell the difference?

Chem and Phys Materials Certs
what is that?

Chemical and Physical Certification is supplied by the producer of the raw material or the company manufacturing the end product. I was being a bit facetious. I know you won't have a manufacturers lot number and be able to trace it back. Without destructive testing, I'm not sure of a way to determine different stainless grades.
