State of California Seal Cufflinks. Who Made Them ?

Hi. I am looking for information the manufacturer of these cufflinks. They are marked as shown in the picture.

So ...

Been There, Came Up Crickets on These Manufacturers:
J.L. Hartzberg of New York -- their logo is slightly different: their "H" does not meet the sides of the rhombus shape.
Jacob Hookaylo -- but his work doesn't look like this.
Haltom Jewelers of Ft. Worth (I found no instances of a similar mark on their products)

Anybody have any other ideas about who made these ??
