Brass I believe. Its not magnetic

Stopper was my first impression - though I never seen one with the half moon on the bottom.

I guess the stopper was tied with that ring on the bottle so it wouldn't get lost and always be there

That's what I was thinking. I think it's to small to be off any machinery and of it was i don't think it would be made of brass

Hot water bottle or fridge bottle stopper perhaps.

Certainly a closure of some sort. But this wasn't used for a water canteen, more likely a small kerosene or gassoline lamp or lantern. The bottom would have been attached to a chain that was attached to piece of metal inside the fuel tank so it would not be lost when it was being filled.
