Any idea what this figure on the facade of an old building might represent?

It's called a grotesque - not to be confused with a gargoyle. They were popular with the early Christian church the remind a largely Pagan and mostly illiterate population that they could find safety from evil inside the church building. There was some return to popularity during the Victorian renaissance era.

They are fantasy figures.

Perhaps its there to ward off enemies, perhaps more such protect other areas or entrances to that building.? Perhaps a message like' you enter with bad intent ima get your head and laugh'
