Strange Relic Found At 1800's Cellar Hole

I hunted a 1800's cellar hole in the woods last week and this was my only find.
I've been unable to ID this relic using Google and Google Images.

Made of Bronze - heavily encrusted when dug - cleaned with Electrolysis and Andre Pencils.
Letter's W.E.F. or E.W.F. - large # 7 and $1000 also has a chain eyelet on the top like a Pendant would have.
No markings of any kind on the backside.

A cool but strange find - any ideas on what it is ?

Here is my take:
I see this as an Ethiopian Cross

My guess the initials represent:
The Ethiopian World Federation.

This organization was sponsored with a Fund Raising to restore Ethiopia in 1937 and the number "7" may represent one of the 21 Lodges or that they are represented in "7" Continents?
I emailed the "Ethiopian World Foundation" in New York City a few photo's of this Relic and asked them if it's something they ever used or not ? I will post an update when or if I hear back from them.
