Any help would be appreciated?

One side is blank and the other has the number 9 and above that I think is the letters "NE"

Looks like a machinist's tool check, or something similar. Cool find, nonetheless.

Could be an old miners tag. I've found about a hundred of them
at some old coal mining camps from the late 1800's thru the
early 1900's
