Sun medallion thingy

I had found this a few summers ago in the side garden of an 1870's farm house and I had completely forgotten about it until now. Any ideas on what it is? It does have some string still attached at the top.

Wind catcher off a wind chime? Are those 4 x 4 tiles or 12 x 12's

After I looked at some images, it could be off the top of a wind chime, then again maybe something completely different.
