Huge problem there. The ship likely wasn't carrying much of anything. It wasn't sunk, it was scuttled by the crew.
The Petropavlovsk, on the other hand, was reported at the time of loss to be carrying $1.25 million in specie when it was sunk by a mine.

They will probably wait until the salvor brings everything up and then claim it. That's what Spain did to Odyssey Marine Research with the Mercedes wreck.

sure let someone else do all the work and spend the cash recovering it all for you --then step in and seize it ...I think once the finders make a public announcement of discovery --that IF the govt involved with it wishes to claim ownership status that they would have to assert their rights right away --before any salvage work is done .,.to wait until after its been salvaged to claim it is "sand bagging" BS in my view ..

I wonder how that would work if someone found an old Phonecian shipwreck. They were an ancient, warlike and seafaring culture, but their territory covered what is now several modern countries. If if was found outside the territorial limits of any of those countries that would be an interesting legal question.

You'd likely see every country in the Middle East filing a claim of ownership of a wreck like that. Plus some overly ambitious insurance companies.
