Sword belt buckle?

This buckle was dug near an old harbor in Massachusetts. I did some research and it resembles a tongue and wreath style sword belt used by British naval officers and also confederate civil war soldiers. I’m leaning towards the former given the latitude, but I can’t find an exact match so I’m reaching out to any buckle guys out there. Lots of British history in the area, but we’ve dug civil war union buckles as well so definitely interesting. Anyone know if these are rare? Thanks!
