I don't think this is right but my first thought was a piece to a balancing scale.

I though it looked utilitarian more than jewelry also. Note the top blade is embossed facing you, and the bottom blade is plain facing you, like it is reversed. That chain looks like it is for holding weight. Mystery! Sub
