The “Hart Papers” (or Hart memoir) is the account written by George L. Hart, Sr., of Roanoke, Virginia. He and his brother Clayton became involved with the Beale material in the late 1890s (starting around 1897–98) and worked on it for decades. George compiled the memoir around 1952, and it was later circulated (including a 1964 version associated with the Roanoke Public Library). It has been released in NSA FOIA documents (notably DOCID 656779) and republished in book/ebook form.
