You guys know enough about these individuals to figure out what was close to their heart. That is where you will find the key document. I would start with the fact that it is a K.G.C. cache. Start looking at what they held high. Anything written by Thomas Jefferson or the Lecompton constitution etc. it will be something held in high regards by these men. In our case the deciphered number code only leads to the next cipher....three time over with different styles of code.
