Found it- Antique Vintage M C Lilley Co Paddle Slapstick Vaudeville Fraternal Spanker | eBay

This is an antique Spanker used in various Fraternal Orders and in Theater. This was used in most initiation rituals where the acolyte would be struck in the rear, usually while blindfolded, as one part of the ritual.
These would be loaded with a blank cartridge that would blow when struck, creating a really loud BANG to freak out the initiate.
