So my guess was correct what I just read on them says mainly was a civil war belt used to carry rifles

Yes, it is the brass "batwing" from the end of a civil war Military cavary carbine's sling. Yours appears to be the yankee version. The Confederate version was somewhat more crudely made, and thicker.
