It looks like Onyx to me? Onyx is mined in California so I don't think it would be a stretch to find it in Texas as well? HH

Ant is correct it is basalt with quartz stringer, that is not tourmaline.I grew up by a tourmaline mine, family mined it that is how I know.

I agree with you. But, those are not stringers.
They occupy a portion of this rock. And they are
Wider than picture shows- very clear. Texture is different
from basalt.

I often find specimens like that, some porous and dull and others polished form water action.
