Found in the woods at an old park near Pittsburgh. It’s very heavy. It seems to be similar build to an old horse tack rosette, brass filled with lead.

The other side is silver washed brass with some concentric circle pattern.
I hit it with my shovel and i can confirm that it did not blow up, maybe a dud, Jk...
Really have no idea.
