I found this a few years ago on my favorite site. It looks to me like it is the end of a large bird leg bone that has been split. . It bears a strong likeness in form to the many stone pieces I've found. And the working end, or bit, appears to be knocked off in similar fashion as the flint pieces were from re-sharpening. It seems like it is just about completely petrified now.

Mabey a piece of small deer leg bone.. not bird..bird is hollow.
Here is a deer leg bone
 
They were commonly split for making tools.. Yours looks to be a leftover scrap.

You may be right on bone type, I assumed the knuckle end was far more dense than the leg shaft, I've never seen a split bird bone knuckle that I know of.

As far as it being a scrap. You may be right again, but from what I can see from the wear on the working end of the piece, I'd bet it was utilized as I suspect.
