Tiny religious figurine?

Found this in a 1900 abandoned town. I thought it was a squished bullet at first and almost chucked it. It appears to be a woman with a child in her arm and a round thing that looks like a rattle in the other hand. Does anyone recognize this? No idea what it is made out of.
