The Ingle company of Dayton, OH sold their "system" of bookkeeping to grocery stores (primarily) throughout the midsection of the country. The stores could buy produce from their customers using this scrip (not script) or cash at a discount. Also stores often loaned money to their customers in the form of these tokens. There are two basic series of Ingle System tokens - those with patent dates of 1909 and 1911. There has been extensive research done on them, since most are "mavericks" and don't say on them the town and state. I'll ask the Ingle expert about Luther Williams - could you please post a pic of the obverse?
