Tool Tag?

Found this tag next to railroad depot, has embossed 28 on it,thick brass, part cut off. I assume is a tool tag of some sort, the question I have is what is the screw in the front for? Never seen one with a screw in it. Heavily encrusted but can see no makers mark or writing on it

Is that a screw in it? Why would a tag have a screw like that? Just wondering.

I don't think the screw is actually a scew, is it?: I don't see any evidence of it on the back side.

Shoot the screw (that's probably not a screw) with some WD-40 and see if you can remove it.

If I were you I'd tumble the heck out of it!

Here are before & after pics of a brass tag I found last year, tumbling definitely made the detail a lot clearer!
