Most likely the 1940s... mostly seeing red and orange, so no clue about color.

I keep seeing them say 1955 and only red and orange. I found the wheels a couple days later.

This item was 6 inches so the cab probably was 3 inches. Could've been blue or painted over. Thanks surf
