That is a novelty magicians coin made from 2 pennies and not a mint error. It would be virtually impossible to mint the face on both sides of the coin. The only way it could happen is if a obverse die was used in place if the reverse die and that just doesn't happen. It is the first time I've seen it done with a penny. Usually larger coins are used. Cool coin!
