The first thing that comes to my mind is a student jeweler or engraver might have done this as a class assignment to show off his/her ability to do various kinds of engraving work. I recall many years ago in a machine tool class I had to make a meaningless gadget that would surely puzzle someone seeing it. Don is right - it isn't a coin or token.

Very interesting! Looks like someone's little masterpiece, with possibilities of places they have been. Also some type of compass with the five inbeded stones? A puzzler for sure.
