Unknown eagle button

Found this in my last hunt. I believe it’s copper and a button. Seems to be a one piece. Does anyone know if it’s military or civilian? 15 stars with the different border. Can’t seem to find any examples online or in the Albert book. Thanks in advance.

I'm thinking that it is a Jacksonian button (1820-30s) but, I'm not an authority of buttons. It is a cool find though.
