There just isn't much to work with there. Not impossible, but a longshot.

I know nothing about tokens, but I can't help but notice the resemblance it has to modern American money.

I looked at the token catalog last night for a bit. No smoking guns there but the reeded edge as you mentioned helps a little bit. Other tokens made similarly and sometimes in different states leads me to make my best guess(es). Either a billiard hall or bakery token. Similar billiard hall token from Osceola that had a reeded edge like that made in the 1920s. The uncommon denomination "good for 7 cents" may be just that or the 7 is not for "cents" but perhaps "good for 7 meals" etc. Saw a few tokens like that.
