Looks a bit like De Lee art pottery. There are several different potteries that had the same look.

Here's the undivided planter to show what it looked like whole. The person who had this one isn't quite sure what it depicts, either. They're calling it a pan. Nor do they know who made it, but there is an "R" mark on the bottom of theirs. There are a lot of planters of this theme of elf and stump. In most, it's more clearly an elf and less demented looking.
