Unusual Token / Button / Cap

Found this unusual metal cap of sorts. Don't know whether it was a token, button or a cap of some type. Was hoping somebody might be able to tell me what it says and possibly what it's function was?

I think the writing is German as the eagle looks to be of German origin.
Measures 28mm or 1 1/4".
