What's that large containment silo off to the right?

A bigger picture. There is a lot of drainage problems under that road so I will guess some kind of water containment system.

It's getting close to 10 years ago we had the big flood here in Colorado. All the roads that were severely destroyed are all fixed up and re-engineered to hold up to anything like it again they hope.
