When everyone says 90%, 80% and so on, what does it mean in terms of value?

Percentage of silver. You can take the weight of the coin and calculate the silver content.
 

40% halves are actually 80% silver, 20% copper on the outside and 21% silver, 79% copper on the inside. This is interesting because the outside of the coin is the part that wears down due to circulation (or grinding), so really the coins would be better if the silver was on the inside and copper was on the outside, so the valuable silver is protected.
