Vehicle Tag

While digging for bottles the other day in Ironton Ohio I dug up these tags. Has anyone seen tags like these and might know what they were for? Some people here said they might have been license tags fore horse buggies. No one around here has ever seen tags like these. Thanks

I looked around the net for those tags and found nothing. I really like them with the hometown name and all..

Maybe Horse drawn commercial Wagons/Drays. Looks like yearly renewal, likely a charge/tax applied. Even back then I can see folks keeping their old tags.

Got a good sight there. I have a grandbaby there somewhere. Wish I was there to hunt with you, miss Ohio. At least the River part. Those tags are anyone's guess as most of us was not alive then.
