✅ SOLVED Watch decoration? Button? Jewelry?

Found this near house built in c. 1870. I’ve seen old pix and find a lot of stuff (mostly late 1800s) near where the main walkway used to be, which is where I found this. First thought it was a gear but it’s more delicate than that and edges look more decorative than functional. Seems to be made of brass. Doohickey at top could be winder or where chain goes?? Back is pretty fried.
