Wax stamp or something??

Dug this at about 8" in Shelby N.C. Was wondering exactly what it is and how old and is it worth anything? It says JRH

Have you tried to make an impression with it, in blue-tak or similar?

My first guess would be a wax seal stamp, but if so the initials would be backward. SoMonty

LOOKS LIKE A "MAKERS" MARK> WOULD HAVE HAD A WOODEN HANDEL/STRUCK WITH A MALLET. The Wave line with the dot usually indicates the year it was used?
Used by silver& copper "Smiths".
