What determines a key date

Hi everyone, I just was wondering what determines a key dated coin. I know that number of minted coins has something to do with it. But with new issue coins how are they determined. Thanks

My take on Key Date is either a coin with the lowest mintage, lowest known population, highest quality or enjoying the highest demand for some other reason.

With new coins, I think the key dates are on error coins only
