My first guess was an enamel hash pipe laying within a shallow enamel bowl. But my eyesight's getting worse.

That would be my guess too.

Its the holder for a retractable electrical cord. The recessed area would hold the plug snugly when retracted.

Me thinks the hole isn't wide enough to accommodate an electrical cord. It measures less than 1/4 inch. It is ceramic and I agree with Sonny in that it may have something to do with electricity.
