Wheel is a good first sight guess for obvious reasons...
BUT...
If you notice the "slanted" pitch to the lip...
This indicates a "set in" type of object.

A wheel would not have this "lip" IMO.

I agree that #1 is a wheel from a toy train and #2 looks like a tip from a pneumatic tool.
