Too small to be a toilet handle (in my opinion).
USA1, do you have a photo that looks INTO the round hole where the long rod or pipe connects.
I'm wondering why the hole opening is so large compared to the rod diameter. (?)
This might be a clue as to what it was used for.

Ditto for the pan head blade screw.

Part to an old automobile A/C system? I think it may be an expansion valve.
