dug this up it seems to be pewter with like a ceramic on it looks like an indian chief with head dress on stem was longer but broke off there is no hole thru it for pipe

it's from a charm Bracelet.

I Have 2 I found somewhere
with the loops attached

Aaaah, Now I see what it is! The pic of the one complete looks like some kind of pipe, but I understand there is no hole to draw smoke. Probably a cheap prize for one of the midway games at the carnival. Nice ID. Monty
