What is it

That's pretty cool looking. I can't wait for the experts to chime in.

I'm not positive, but I think that two right-angle pieces of metal fit into the slots to keep the opened door from hitting the wall behind the door when opened.

Though it would Make a Great Foot push (kick Plate )for a Door you Carry

I'm guessing it was a wall mounted match holder, similar in function to this one (shown with toothpicks rather than matches)

I cleaned off some of the paint

I will try to burn the rest off later.......the slots go all the way through

I am not sure I have seen a lamp bracket with closed sockets like that. Do you have a photo?

Kinda looks like a bracket for one of those old time coffee grinders that mounted on the wall and had the glass jar on top.

I'm also going with the lamp mount idea.
If hung too high they couldn't blow out the flame.

Lamp mount is what I've been thinking all along, but couldn't figure why it would be mounted close to the floor.

Vintage Victorian Double Oil Lamp Bracket here is a similar more ornate design

Maybe someone had polio (or something) and needed to be able to extinguish the flame from their wheel chair.
